Two New Tax Proposals Per Year?

Thanks to the quick and accurate work of our City Clerk's office. I have a log of all city ordinances involving taxation, introduced from November of 1989 to December of 2000. From this list, I count over 20 ordinances, either "submitting to the electorate" a request for tax increases, or otherwise tinkering with the tax system to increase city revenues. For the sake of accuracy, I list them here. The Clerks log is summarized and encoded, and there may be some redundancy in the list.
