If your observations parallel mine, then you recall that each of these proposals was delivered to the public with the clear implication that the city needed these taxes as a result of current fiscal stress, the threat of future fiscal stress, or that this "essential program" could not be funded with existing city resources. Marcelee Gralapp is the city's Director of Libraries. She has been on the job for 41 years. According to her, this is her 41st consecutive budget emergency.
