There were three proposed ways to pay for the $1.05 million dollar per year program (app $8.2 million in the next six or seven years).

Option 1 proposes an Energy Use/ Carbon Tax. This entails collecting money on Xcel energy bills based on usage. The average payments broke out: residential-$12, commercial-$53, and industrial- over $10,000.

Option 2 provides using an Enterprise Tax. This entails using the square footage and industry of the building as a proxy for energy use. The average payments that would be collected through the water bill would break out: residential-$10, commercial-$250, and industrial-$970.

Option 3 involves extending the Trash Tax past December of ‘06. This scenario will act more as a band-aid until a permanent source of revenue is found.
